Job Summary:
Prepares, coordinates, and executes forced, planned and scheduled refueling outages dealing with the reactor or turbine generator and auxiliaries and other future projects (such as Steam Generators). Efficiently and effectively uses available resources to accomplish outages and maximize capacity factor with minimal affect on power generation. Conveys vision, mission and core values and leads achievement of department and site-wide goals. Directs the activities of a department including first line supervisors, non-represented staff, represented personnel, and contractors with annual O&M budgeted funding of approximately $8,000,000. Coordinates the activities of collateral departments through supervisors and contract personnel. Maximizes the value of the enterprise for our industry, community, employees, and shareholders.
Reports To: General Manager - Production Operations
Primary Duties and Responsibilities: (Essential Job Functions)
1. Directs, controls, and coordinates outage preparation and execution. Ensures quality, quantity and promptness of work performance against accepted standards and milestones.
2. Routinely manages up to 300 engineering and production personnel during execution, as well as other department and contractor personnel during full year preparation.
3. Manages the site project capital budget and O&M budget within their project
4. Develops and manages outage goals and objectives along with detailed contractor accountability.
5. Communicates Company policies and practices. Promotes three-way communications with employees and resolves employee concerns using appropriate resources, as necessary. Assumes responsibility for the proper application of established employee policies including authorization of overtime.
6. Enforces accident prevention and occupational health work procedures and housekeeping regulations. Ensures safekeeping of materials, tools and equipment.
7. Recommends improvements and modifications in organization, procedures, policies, standards, specifications, methods, processes, and equipment within the area of production operations.
8. Conducts and completes performance evaluations at regularly scheduled times to identify subordinate strengths and weaknesses and discusses career goals. Provides accurate, timely and constructive performance feedback in order to help others improve and succeed. Seeks opportunities to provide appropriate recognition. Conducts coaching in a positive and productive manner. Counsels employees concerning work problems and productivity.
9. Is accountable for planning, budgeting, contract management and personnel decisions for the department.
10. Participates in industry conferences and interfaces with other utilities as station representative for the function with a focus on industry leadership.
11. Sponsors various projects and initiatives and manages those projects within assigned project area.
12. Ensures participation in and monitoring of training programs for the department.
13. Interfaces regularly with industry regulators.
14. May be appointed as a member of a fleet or site team.
Job Specifications: (Required knowledge, skills, abilities, education, experience, ANSI qualifications, tests, and other bona fide occupational qualifications)
1. Meets the requirements of ANSI 18.1-1971 Section 4.2.4 and ANSI/ANS 3.1-1978 Section 4.2.4 which are: eight years in responsible positions related to power generation, of which three years shall be nuclear power plant experience. A maximum of four years of the remaining five years of experience may be fulfilled by satisfactory completion of academic or related technical training
2. Knowledgeable in Nuclear Power Plant component operation, design, license and design basis, maintenance processes and systems.
3. Organizational development experience, such as teambuilding, goal setting, and change management.
4. Supervisory experience such as performance management, coaching and counseling, and resource utilization.
5. Project Management experience with knowledge of scheduling, CPI, and SPI tracking and reporting.
6. Written and oral communication skills and the ability to influence others and clearly state the vision and desired outcomes.
7. Expert experience in budget and vendor contract management and administration.
8. Knowledgeable in the labor contracting and existing labor contracts.
9. Knowledgeable in company policies and procedures.
10. Knowledgeable in the use of personal computers and Microsoft Office Suite.
11. Strong analytical and problem solving skills coupled with the ability to make and implement decisions.

1. Ability to meet and maintain unescorted access requirements of a nuclear power plant.
