The Project Engineer is responsible for the technical leadership and management of proposal / contracts to assist in driving the execution of the Project scope of work in accordance with the overall targets defined for the Project and in line with the technical specification of the Contract. Manage the interfaces and continuity of all engineering activities from the proposal through contract design, procurement, manufacturing, erection, and commissioning.
Responsibilities
Technical lead for the Project and overall focal contact for the customer and internal team to assure overall continuity and cohesiveness of the technical aspects of the Project offering. Must establish the communication process of technical information flow throughout the Project.
Ability to review and assess plans, designs, calculations, analyses, etc. in accordance with established codes, standards and drawings in the areas of boiler / AQCS equipment and BOP.
Prepare technical requirements related to preliminary designs and cost estimates for the purpose of assisting the estimating department on bid proposals;
Organize, plan and lead any technical / design review meetings, interface meetings with engineering, site meetings, constructability review, and inspections; report regularly on technical progress and monitor engineering schedule
Prepare and monitor technical Division of Work (DOW) responsibilities for all parties involved to ensure work progresses smoothly and completed within scope, schedule, and budget. Assure all terminal points are clearly identified.
Assist in the preparation of necessary technical requisitions for the procurement of material , engineering or subcontractors necessary to support project contract requirements. Responsible for the proper project technical documentation throughout the Project including drawing control process and close out requirements
Travel to, or be deployed to site, as necessary to support and assist in troubleshooting, technical issues, interface requirements
Manage the overall technical activities related to budget, schedule and resource requirements on a Project optimizing the schedule, quality and costs in accordance with contractual obligations, P.E. ISO procedures and Alstom Policy;
Coordinate activities of engineering team, site personnel, contractors and vendors related to scope, interface points, design, technical issues to assure the most cost effective solution is deployed;
Comply and support an EHS culture that is fully aligned to Alstom's EHS Policy and procedures and any specific customer requirements;
Responsible for identifying and managing the technical risks and opportunities on the Project, giving due consideration to the Schedule, quality and cost constraints imposed by the Contract. Ensuring any deviations from contractual conditions are escalated to the PM / PD as needed and are resolved whilst protecting the interests of Alstom;
