Job Summary:
Primarily, this position will provide “Water and Oil Program” technical and regulatory support to wholly-owned and/or managed operating assets, including operating companies, located in U.S. and Canada The position may also support licensing activities or environmental due diligence reviews for new and existing facilities.
Duties / Responsibilities:
· Serves as a technical resource to support environmental compliance and management activities for generation assets/fuels operation investments including supporting plant-level environmental compliance tasks as necessary to supplement plant-level environmental staff resources.
· Provide regulatory direction/advice and expertise covering water quality, spill prevention and response plans, stormwater, etc.
· Manage (including the screening and selection) environmental consultants assigned to supporting various projects. As part of the risk management responsibilities, review the work product of consultants and identify needs to meet project expectations.
· Participate in professional, industry, and/or regulatory organizations and associations, as required, to help achieve the Company’s strategic goals in shaping legislation, technology, state and federal agency policies/guidance, etc.
· Identify, analyze, and recommend environmental strategies necessary to meet the business and environmental risk goals.
· Monitor environmental compliance at facilities to assure laws and regulations as well as Company environmental Policy and Expectations (results) are achieved.
· Support due diligence efforts (with a focus on water and oil related activities) during the acquisition or divestiture of existing facilities.
· Track and report on environmental matters associated with assigned projects including environmental metrics.
Qualifications:
Knowledge:
· Strong experiences and knowledge in the Clean Water Act, including industrial pretreatment, wastewater, storm water, industrial discharges, permit application and negotiation, and permit compliance.
· Background and technical understanding with the development and implementation of compliance plans (e.g., Spill Prevention Control and Countermeasures (SPCC) Plan, Storm Water Pollution Prevention Plan (SWPPP), Facility Response Plan (FRP), and other environmental regulatory driven compliance plans) that support environmental programs.
Knowledge (continued):
· History of oil management, oil spill response and remediation, and tank system compliance including chemical and toxicity environmental testing, site investigations, corrective action plans, and closure plans.
· Broad based knowledge of other environmental disciplines (air, natural resources, waste management, etc.) related to power generation projects (utility, independent or merchant) including a mix of technologies and fuels, and related federal, state, and local laws and regulations. Required understanding and experience with the typical processes and tools necessary to accomplish environmental goals.
· Experience with integrating environmental and business issues. Broad regulatory planning, management and negotiation/influence skills and experience are desired.
· Program and permit Audits / Inspections including monitoring report submissions, record keeping, and action-item resolution.
· Basic background and understanding of power supply generation (e.g., natural gas, fuel oil, hydro, coal, fuel supply, etc.).
· Experience with environmental auditing (compliance and EMS) and internal assessments are desired.
· Community interface and support of public meetings, working groups, permit reviews and notices.
· Awareness and Compliance Training of facility personnel on multimedia issues to integrate policy and procedures across the operating companies.
· Ability to conduct O&M related “due diligence” activities, including, but not limited to: organize and perform reviews of existing facilities and their respective environmental systems to assess valuation, performance, reliability, and potential O&M costs.
Skills/Abilities:
· Excellent analytical skills with demonstrated ability to analyze multifaceted situations/problems/concepts along with the capacity to venture beyond core competencies to assure overall project success.
· Ability to work independently in a fast-paced setting with minimal supervision at times, but also will need to be a strong team player to support other business activities of the company.
· Understanding and proficiency with the use of personal computer software and environmental information programs, including software such as Excel, Word and PowerPoint.
· Practical experience and understanding of compliance risk management with an emphasis on the need to manage costs and schedules and enhance project (asset O&M) environmental costs and performance.
· Strong verbal and written communication skills with effective interpersonal skills.
Education/Experience:
· Minimum of 10 years of directly relevant experience.
· BS in an engineering, environmental science or related (e.g., chemistry) discipline. Environmental Engineering degree and/or advanced degree preferred.
· Expect some travel ongoing to project sites and other locations as needed. Travel could be up to 33 %.
